1. In the past, the Hotel Pennsylvania has provided a good value, even at Christmas time, and has had decent, if not perfect, rooms with good cleanliness, good value, good service.

7. In conclusion, this was probably a firm 2 star hotel, and I think it offer reasonable value for money (especially given the location).
