1. Real luxury probably cost ten times that and if you need a place to stay while exploring the city, Empire is fine, just do not call it luxury.

3. When I grumbled (a wee bit) about the cost of the buffet breakfast they recommended the Flame diner (3 minutes walk) which was great and set us up for busy sight-seeing days.
