I am well aware that tipping is normal for US service jobs, but I resent being expected to do so everywhere, especially in a les than cheap hotel that still has the audacity to
charge
a daily 'resort fee' on top of the normal room rate.

On most site the fees are included in the total cost and as long as you explain that them, albeit, you shouldn't have to, they will just credit you the extra

We were not aware of the $15 per day administrative
charge
but it was explained at check in and does include wi-fi and several daily newspapers (SF Examiner, WSJ and USA Today) which are available in the business center.
