1. I am a local who grew up in the area and live in Baltimore, and I can assure you that you cannot find a better deal than this for a hotel in DC.

3. I myself doubt that I will ever stay at that hotel again and can't recommend this hotel based on the cons mentioned above, but if price is your #1 consideration and you can get a good deal through Priceline or Hotwire and you're only staying a few days, it might be OK.
