4. In fact, I noticed a few other solo diners, so if you're alone in DC and want a nice unhurried meal, I highly recommend ICI.

5. (I recommend Occidental Bar and Grill at the Willard--though pricey; Filomena in Georgetown--though painfully noisy) The one downside was that there seemed to be little awareness of how to get around/eat/etc on a less that bloated budget.
