1. Parking lot across the street is free on the weekends and doesn't require permits.

8. The location of the Phoenix Park is another asset; two blocks from Capital Hill and the National Mall, across the street from Union Station (very reasonable eats in the food court, by the way), metro and buses (be sure to check out the CIrculator.
