1. We were in the '400' building near the freeway but that and the train sounds did not bother us; however, in the middle of the night my husband often heard loud guests in the parking lot.

Sadly, not everything improved: One of the latest 'achievements' was to blanket the courtyard with quite loud music all day from 7 am to 10 pm (management seems to prefer a ghastly advertisement riddled oldies station playing top 40s from the late 60's to the early 90's-how utterly boring and annoying.
