I've put in multiple calls to the hotel but I'm always told that it's only the manager who can deal with these types of issues (ie deciding whether or not a refund might be in order) but even when I've called between 9am-4pm, the manager is never available and the front desk gives various excuses such as that she's already gone for the day, that she's sick or that her whereabouts are generally unknown.
