3. They stated because it is a Privately owned location, owned by the Tribe, there is nothing they can do to fix the issues.

If they are aware that this happends this often they should post warning signs on the machines in huge letters telling you to count your money immediately before walking away, and if you did not receive the correct amount to wait in front of the machine and don't allow anyone to use it after you because no refunds will be issued.
