1. I honestly thought a window was open because the noise is so loud.

2. They might be more expensive, but the area is extremely loud and the building is anything but sound proof, so a high floor gives you some insulation at least.

4. The fan, even when turned off, would randomly turn itself on in the middle of the night, and then the fridge would make loud noises too.
