4. No phone's allowed, but the guy below us was shouting on the phone outside at midnight; no smoking's allowed, and yet cigarettes were lit anywhere outdoor; at 3 in the morning the patrons return drunk and have a full on conversation outside of the room very loudly.

5. Our first room had crank windows that didn't shut all the way and an air conditioning system that was very loud and couldn't be regulated as well as delivery carts that rolled by outside late at night and early in the morning.
