1. We didn't have any problems with loud neighbors and we were high enough not to hear any street noise if there was any.

2. We stayed there on a sat and sunday night and were kept awake both nights by loud guests who were staying on our floor who were drinking and generally making noise in their rooms, I think they were all one group together so maybe we were just unlucky.
