3. Given I booked far in advance and the rates I paid for this dump, I would've expected a room at the very least on the 4th floor (there are only 4 floors).

4. We overheard comments of other guests, especially on the elevator, saying that they felt 'trapped in this dump', because if they left, the 24-hour cancellation policy would require the loss of one night's room cost.
