1. Would probably opt for Arlington or Alexandria--some place by a Metro stop or bike rental for convenient access into downtown.

We didnt find the desk clerks very helpful as we asked where the nearest Starbucks was to be told its not too far and when we couldnt find it we asked another clerk who said there is no Starbucks near here you have to go to the downtown area but we found one next to a Subway food place on 7th and Maryland, ie not too far to walk at all.
