1. I stayed on the ninth floor and didn't have any problem with noise.

3. I was in a room on the 14th floor facing the freeway and really didn't have any problems with the freeway noise (make sure the window is closed all the way and the lever handle is closed).

9. It isn't 'right' by Pike Place but it's only a 6 block walk or a very short cab ride so it's not a problem.
