Though
difficult
to find a property within perdiem rates, I found a Marriott property close to the Capitol and a nearby Metro station (Federal Center SW) that meets that requirement.

The only bad point is the parking garage is not kind to large vehicles, we were in a truck and it was
difficult
to get in but once we figured out if we pulled in the mirrors, it helped, we were good.

The buffet style breakfast is actually very good although it was very crowded (just after Cherry Blossom festival/Spring Break) so getting a table was
difficult
at times but they opened the conference room to accommodate overflow.
