1. My guess is that this is because they are right next to a cluster of freeways and are trying to minimize noise pollution, and I have to say they do a good job at that, but I feel claustrophobic if I can't get fresh air.

2. But, if coming from downtown on 281 north, just take the Jones-Maltsburger exit (next to the Alamo Quarry Mall) and go left under the freeway, following J-M north until you get to the 410 feeder road.
