If a smoker decides to abuse a non-smoking room, it needs to be deep-cleaned, which includes replacing all of the bedding, fresh pillows, cleaning the carpet and drapes, etc. The offending occupant can and should be charged for this, which is SOP in many hotels and it's up to the house keeping staff to alert management to the problem.
