I contacted the tech support number supplied by the hotel staff and spoke to a pleasant sort at a call center in Montreal who worked patiently with me through a number of tests; he ultimately made the determination there was a failure with either the modem or ethernet cable, and that the wireless signal transmitters on my end of the floor were inoperative.
