1. I suspect this because of several things:- although the buildings are 3-story, they don't have elevators, which can be difficult for persons with mobility issues or a lot to lug around (and probably gives the housekeeping staff a good cardio workout.

2. It was very difficult to find accommodations with kitchen facilities in Vegas, and that too so close to the strip.
