1. Whilst I note the comments about the area my brother and I walked to it from the Strip and Fremont Street in the early hours without a problem although I would probably recommend a female to use a taxi.

2. - Yes it's close to the strip, walking in the daytime early evening to the strip is doable, however would not recommend walking back after hours, too many shady characters hanging around.
